EAST PASADENA, Los Angeles County — Residents should be aware of an important planning change: LA County adopted the West San Gabriel Valley Area Plan on March 11, 2025, with associated Title 22 zoning amendments effective April 11, 2025.
The policy covers nine unincorporated communities including East Pasadena–East San Gabriel. It updates land-use designations and establishes a planning framework for neighborhood development, local transportation, public services, historic resources and conservation.
Older zoning descriptions can be out of date
Prior versions of the county’s Community Standards District documents remain available online, but later ordinances reorganized area standards within a new Planning Area Standards District. Homeowners should not assume an archived regulation from 2019 or an early planning draft is the law in force for a particular lot in 2026.
For construction, rezoning questions or permits, consult the live county zoning map and the adopted ordinance, and verify parcel boundaries before applying. East Pasadena is unincorporated, so its planning authority is LA County rather than Pasadena City Hall.
